Welcome to the Waterstone Homeowners Association FAQ! Here you will find answers to common questions regarding the Waterstone HOA.

Note: This FAQ is a supplement to the Waterstone covenants and other official rules passed by the HOA, which take precedence.

I. Finding Information

Whom may I contact if I have questions about the neighborhood?

Feel free to contact your neighborhood representative on the Waterstone HOA Board of Directors. You can find a current listing of board members on the Board page of the website or in the latest edition of Stroll Waterstone magazine.

How do I learn about community events?

Community events are posted on the Calendar page of the website, posted in Waterstone’s official Facebook group (Waterstone Board News), and published in Stroll Waterstone magazine.

Important! Be sure your current email address is on file with KMC. Many HOA communications are sent via email. If you are not receiving notices and believe you should be, please contact KMC.

 

II. Architectural Review Board (ARB)

What is the Architectural Review Board?

The Architectural Review Board, or ARB, helps maintain architectural standards in the neighborhood. Their full duties, etc., are described in the covenants.

What types of projects need to be submitted to the ARB?

Any project that relates to an “exterior” of a homeowner’s property must be submitted in advance to the ARB for review and approval. This includes siding, painting, landscaping, decks, fences, patios, and swimming pools.

Exterior painting and re-siding work must be approved. However, repainting a home in the same color or re-siding a home in the same color and type of material do not require ARB review.

How do I fill out a Project Request Form for ARB approval?

The ARB Project Request Form may be found on the Architectural Review Board Info & Forms page of the website. A homeowner may also contact KMC to have the form mailed to them via USPS.

ARB Standards and ARB Procedures are posted on the HOA website.

Please note that most ARB project requests require a plot layout. Accompanying pictures are helpful.

What is the estimated response time for project requests submitted to the ARB?

Depending on the complexity of the project, the ARB will usually respond within a week of receiving a completed ARB Project Request Form, which oftentimes should include supporting pictures and a plot layout. It may take longer if the ARB has questions or additional information is needed.

 

III. Governance

Where can I find a copy of the neighborhood covenants and bylaws?

A copy of neighborhood covenants, bylaws, maps, and other important documents can be found on the Miscellaneous Forms & Documents page of the website or the KMC Connect/Frontsteps portal (waterstonehoa.frontsteps.com) in the Documents section.

 

IV. Lakes, Walking Path, and Fishing

May all residents use Lake Waterstone (the “big lake”)?

All Waterstone residents may enjoy Lake Waterstone. However, the covenants and Waterstone Lake Rules govern its use. The Waterstone Lake Rules may be found on the Miscellaneous Forms & Documents page of the website or on the KMC Connect/Frontsteps portal (waterstonehoa.frontsteps.com) in the Documents section.

For example, Lake Waterstone use by “non-lakefront residents” (HOA members who are not owners of a lakefront home) is limited to non-motorized kayaks, paddleboats, and sailboats. Access is to be obtained only at the boat ramp off the south end of Heatherstone Place.

What are the rules for taking a boat onto Lake Waterstone?

Please see the Waterstone Lake Rules for important boating requirements. Of note, motorized boats may only be used by “lake-lot owners.”

All watercraft must receive a Waterstone HOA permit. A permit may be obtained from KMC upon submission of an application showing owner name, owner address, and type of watercraft. The permit must be displayed on the watercraft. Contact KMC at (317) 570-4358 for specific instructions to obtain a permit.

Do I need to register my kayak or paddleboat?

All watercraft, including those that are non-motorized, must be registered and receive a permit from KMC upon submission of an application showing owner name, owner address, and type of watercraft. Please contact KMC for complete instructions on obtaining a permit.

May I swim in the lakes?

There is to be no swimming in any of the lakes or ponds in Waterstone.

What are the rules for the Lake Waterstone walking path?

Rules for the Lake Waterstone walking path include the following:

  • The Lake Waterstone walking path is strictly for the use of Waterstone residents. Guests are permitted but must be accompanied by a Waterstone resident at all times.

  • Bicycles, scooters, skateboards, and other motorized or non-motorized vehicles are not allowed on the Lake Waterstone walking path. Strollers are permitted, but caution is strongly advised.

  • Lake Waterstone walking path hours are as posted. For non-lakefront owners, those hours are one hour before sunrise to one hour after sunset. Lakefront-owners may use the path at any time.

  • Per Carmel city ordinance, all pets should be on a leash per while on the path. Please pick up after your dog. Take advantage of the dog waste receptacles located near the tennis courts and near the Lake Waterstone walking path at the 126th Street entrance of Bayhill.

What are the rules for fishing at Waterstone?

Complete rules for fishing the lakes and ponds of Waterstone are posted in the lake rules on the Miscellaneous Forms & Documents page and the KMC Connect/Frontsteps portal (waterstonehoa.frontsteps.com) in the Documents section. These include the following:

  • Only homeowners and their guests may fish on Waterstone’s lakes and ponds. Lakefront homeowners may fish in the common areas and on the banks of their own lot. Guests must be accompanied by the homeowner at all times.

  • Non-lakefront property owners may only fish at the three common-area lake-bank locations on Lake Waterstone:

    • The common area of the HOA boat ramp at the south end of Heatherstone Place

    • The common area outside the Tidewater Club (the clubhouse)

    • The common area just south of 126th Street along Bayhill Drive

Please note: Those using the common areas may not trespass onto lakefront homeowners’ banks, lots, or docks.

 

V. Lampposts and Pole Lights

Do I need to have the pole light in my front yard turned on throughout the night?

Yes. Your pole light must be on every day from dusk to dawn. For those who do not wish to turn a switch on and off each day, “dusk till dawn” photocell bulbs and kits are available at hardware stores.

Is there a preferred lamppost vendor?

Waterstone’s preferred lamppost vendor is The Lampliter. Every Waterstone homeowner is eligible to receive a 10% discount on all products and services through The Lampliter. For more information, contact The Lampliter at (317) 820-2216 or visit the The Lampliter’s Waterstone HOA web page.

 

VI. Mailboxes

Where can I get a new mailbox that matches the ones in my neighborhood?

New and replacement mailboxes, newspaper tubes, and posts must meet Waterstone standards. Preferred vendors and specifications are below.

VII. Tidewater Club (The Clubhouse)

How do I rent the clubhouse and how much does it cost?

The Tidewater Club, our neighborhood clubhouse, is a great place to hold your next event! Only homeowners may rent the Tidewater Club.

To rent the clubhouse, please follow these steps:

1.     Contact KMC to check if the desired date is available.

2.     If the desired date is available, KMC will send a rental form to the homeowner and “pencil in” the date requested.

3.     Return the completed form, choosing whether the rental will be for the upper level ($300 fee), the lower level ($125 fee), or both levels ($400 fee). 

There is a $250 damage/cleaning deposit required for all rentals. The deposit is returned to the owner after the rental as a voided check as long as there are no damages and the space is clean.

The owner has the option to pay a $115 fee to have Mr. Brady Young of Today’s Handyman clean the clubhouse. Mr. Young will also do the check-in service before the rental and check-out service after the rental with the owner to assess the clubhouse condition.

VIII. Trash, Recycling, and Green Waste

When is trash and recycling picked up?

Trash and recycling materials are typically picked up on Mondays. Please check the Carmel Utilities website for the most accurate and updated information. Pickup does not occur on these holidays: New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas. 

Do garbage cans have to be out of sight during the week?

Yes. Section 26(u) of the covenants requires that all garbage and recycling bins be kept clean and sanitary and stored within the owner’s garage. Other items required to stay in garages/out of public view include building materials, tools, planting materials, and watercraft.

Is there a guideline on when trash cans may be put at the curb for pickup?

Trash and recycling bins may be placed at the curb the evening before pickup after 6:00 p.m.

Bins may remain outside until 8:00 p.m. on the day of pickup.

Is there curbside leaf pickup in the fall?

There is a period in the spring and fall when bags of leaves, clippings, etc., are picked up at no charge to the homeowner. See the City of Carmel’s trash and recycling utilities page for details.

 

IX. Waterstone Tennis Courts 

What are the rules for the Waterstone Tennis Courts?

The rules for the Waterstone Tennis Courts are available on the Miscellaneous Forms & Docs page. The courts are for the exclusive use of Waterstone homeowners and their guests.

When do the Tennis Courts open and close for the season?

The opening and closing of the season is weather-dependent. The courts typically open in late March and close in early November. Look for HOA communications on this subject as the weather never fails to surprise us!

 

X. Waterstone Pool and Swim Team

How do I access the Waterstone Pool?

Access to the Waterstone Pool is controlled by use of key fobs. See below for instructions on how to acquire a key fob.

How do I get a key fob for the Waterstone Pool?

To obtain a key fob for the Waterstone Pool, please call KMC at (317) 558-5358 or email a request to our KMC contacts:

Important notice: In the interest of safety, lifeguards may not leave their posts while on duty to admit residents who have forgotten a key fob.

What are the Waterstone Pool rules?

The rules for the Waterstone Pool can be found on the Miscellaneous Forms & Docs page of the website or via the KMC Connect/Frontsteps portal (waterstonehoa.frontsteps.com) in the Documents > Community Documents section.

Important! Use of the Waterstone Pool is restricted to Waterstone homeowners and their guests. Homeowners must accompany their guests at all times.

On what dates does the Waterstone Pool open and close for the season?

For the 2025 season, the Waterstone Pool is open May 24 (Saturday of Memorial Day weekend) through September 1 (Labor Day).

What are the pool hours?

The hours for the Waterstone Pool vary depending on the time of year. There are also special holiday hours. The operating schedule may be found below.

Please note that the Waterstone Waves swim team uses the Waterstone Pool for practice and meets. During swim practice, the “Large Pool” may be used by the swim team only. However, during swim team practice Waterstone residents (including children) may use the “Adult Pool.”

In the interest of safety, all pools are closed to resident use during swim meets. See the Waterstone Waves home page on swimtopia.com for the home meet schedule.

Please also note that the swim team sometimes uses the Waterstone Pool before the pool officially opens for resident use. Waterstone residents may only use the pool during official opening hours.

For the 2025 pool season, pool hours are as follows:

  • From May 24 through August 4 (“Summer Hours”):

    • The pool is open seven days a week from 10:00 a.m. to 8:30 p.m.

  • From August 5 through September 1 (“School Hours”):

    • The pool is open Monday through Friday from 5:00 p.m. to 8:00 p.m.

    • The pool is open Saturday and Sunday from 10:00 a.m. to 8:30 p.m.

  • Holiday hours (Memorial Day, Independence Day/July 4th, and Labor Day):

    • 10:00 a.m. to 8:30 p.m.

Is there a Waterstone swim team for children?

Yes! The Waterstone Waves swim team is open for children in the neighborhood to join. All swim team information may be found at the Waterstone Waves home page on swimtopia.com. For 2025, registration opens April 14.

When is the swim team season?

For 2025, the swim team season is May 28 through June 26.

When is swim practice?

For the 2025 season, swim practice hours are as follows:

  • Morning Practice

    • Monday, Wednesday, and Friday:

      • 7-8 years old: 8:45–9:15 a.m.

      • 9+ years old: 9:15–10:00 a.m.

      • 6 years old and under: 10:00–10:30 a.m.

  • Evening Practice

    • Monday and Wednesday:

      • 6 years old and under: 5:30–6:00 p.m.

      • 7-8 years old: 6:00–6:30 p.m.

      • 9-10 years old: 6:30–7:15 p.m.

      • 11+ years old: 7:15–8:00 p.m.

Please note that Waterstone residents may only use the pool during official hours only. During swim practice, use of the “Large Pool” is restricted to the swim team. However, residents (including children) may use the “Adult Pool” during swim practice.

When are swim meets?

See the Waterstone Waves home page on swimtopia.com for the most up-to-date home meet schedule.

For 2025, home meets are:

  • Tuesday, June 3rd, 4:00 p.m. (intrasquad)

  • Thursday, June 5th, 4:00 p.m.

  • Tuesday, June 10th, 4:00 p.m.

  • Tuesday, June 17th, 4:00 p.m.

  • Thursday, June 26, 4:00 p.m. (pizza party!)

Swim meets begin at 4:00 p.m. and last the rest of the day. In the interest of safety, the pool is closed for resident use during swim meets.

 

XI. Miscellaneous

Does Waterstone have any AEDs in the community?

There are two AEDs in the community. They can be found at these locations:

  • The west side of the Tidewater Clubhouse (12046 Pebbletpointe Pass) near the walking path

  • Inside the Waterstone Pool facility (key fob needed for access)
